The Texas Organizing Project (TOP) organizes Black and Latino communities in Dallas, Harris and Bexar counties with the goal of transforming Texas into a state where working people of color have the power and representation they deserve.. While Texas is the fastest growing State we are alarmed by the growing poverty rate, lack of access to quality health care and education, racist immigration laws and policies, a culture of mass incarceration, and elected officials who are out of step with our community’s values. TOP’s 2018 electoral field program will outreach to nearly half a million voters in Texas’s biggest three Counties; Harris, Dallas, and Bexar. The populations of these targeted Counties’ are comparable to the populations of Colorado, Nevada, and New Mexico respectively.

Job Description:
TOP is seeking County Phone Bank Directors in Dallas and Bexar Counties to head up large phone programs. The primary functions of these positions include implementing and managing the day to day work of TOP’s electoral phones program, managing multiple teams of Phone Bank Managers, coordinating with local data, field support, recruitment and hiring teams. The County Phone Bank Director is responsible for delivering high quality voter conversations, developing strong teams and committed team members with a shared vision of success, hitting daily and overall programmatic goals, evaluating program and team metrics, analyzing data outcomes, projecting data needs, troubleshooting web based voter outreach systems and technologies, and managing and foreseeing the day to day logistics needed to support a successful program. County Phonebank Directors will report directly to the County GOTV Director.
Key areas of responsibility include:
- Directly supervise a team of 2-3 fulltime Phone Bank Managers
- Oversee a phone program that employs daily 50-150 part-time GOTV phone bankers
- Ensure high standards and quality in outreach programs
- Ensure communication to voters is dynamic, persuasive, and accurate
- Build ownership of program goals to meet and exceed program expectations
- Evaluate, measure, and strategically improve teams using metrics and empirical evidence
- Manage day to day logistics
- Troubleshoot the web based programs and technology we use for voter outreach
- Compile nightly reporting and analysis on key phone bank metrics
- Drive outcomes of TOP’s Drive for Democracy program
- Responsible for proper care, storage, and inventory of phone bank equipment
- Coordinate work activities with Data, Organizing, and Communications teams.
- Lead by example through staff trainings, call time, and nightly debriefs
- Drive culture among staff that embodies the principles of the organization, accountability, inclusion, and pride in smart and effective work.
Qualifications and competencies:
- Proven manager and supervisor capable of building high performing teams, recruiting, motivating, and developing staff.
- Previous experience running small or mid- sized field programs
- Experience in creating, evaluating, and re-designing “raps” for voter conversations
- Experience in using database systems to create output, store input, and analyze results
- Experience in using web based programs to implement voter outreach
- Experience using VAN including manipulating voter target lists, creating reports, and using VAN voter outreach functionalities
- Takes initiative and has a strong work ethic. Willing to put in the time necessary to get the work done.
- High level of organization with an ability to manage multiple tasks. Has an ability to identify, organize and prioritize work tasks.
- Can exercise autonomous decision-making and problem solving.
- Exemplary proficiency in interpersonal communication, listening and conflict resolution; diplomatic in resolving issues.
- Emotional intelligence and professional self-management under pressure.
- Experience and ability to work cooperatively and effectively with diverse populations, including but not limited to differences in socioeconomic background, culture, religion, sexual orientation, disability, gender expression.
- Bilingual in English and Spanish a plus.
- Full time access to a car a plus.
- Willingness to work nights and weekends as needed. Daily work will be required starting the week before early vote through Election Day.
